Bilby's purported "translation" of this phrase is so patently ridiculously false it offends one's intelligence. Any fool can see that what it really means is:
"That's why the king has decided that it will be necessary to raise the tax rate on bovine footgear".

For those not versed in foxonometry, allow me to reduct the previous, ethpanically dessicated comment, into simple calculus:
1 x bovine headgear = corne
Corn of course is a nightclub staple in the murky streets of Mad-rid, by way of Texaco good-ol'-boys, although here we may consider it as bullwhistle.
Therefore:
1 x bovine headgear = bullwhistle(+e)
i.e.

You know, it's kind of sad, really to see a potentially fine marsupial mind flounder like this. I'll leave it to Wordie members to figure out which of the two commenters thus far is the one off his meds.
